Thanks for your answer sTony. I didn't have any older versions of PHP
because the machine I installed it on is brand new.

Anyway, I was finally able to make it work by simply uninstalling it
completely and re-installing it using the zipped version (I was using
the windows installer version). I followed the manual installation
steps from the PHP documentation and that seemed to do the trick.

Apparently the windows installer version does not do a good job of
installing everything that is actually necessary for PHP to run.
