| 1) My server is not yet on the internet. So, does it matter if I am

no...use either localhost or 127.0.0.1

| 2) When I check to see which modules are compiled for Apache, I get
| this listing:

| So, this means PHP was not compiled as a module? Does that matter?

not necissarily. only in that you must have apache know which the case is.

| All the proper lines have been added to httpd.conf, so that is not the
| issue.

it doesn't sound like it. it seems as if php is unaware that you want .php
files to be processed with the php engine...that's why it is trying to serve
it up in the browser as a downloadable file.
