777 tells that the file is readable, writable and executive (it's enough to be
able to read/write, as it never will be executed, it's just a text file).
Do check that you really have 777, as if you try to change privileges when you
aren't the owner (or root), then the change won't be done, it will keep it's
original privilege bits.
Some programs may have protection against some types of files, that are
commonly used for configurations, this so that you won't by mistake do
something stupid, take a look if TextWrangle requires you to check something
before you can edit the file in question.
