Conflict With Network Communications

I have a data collection system that uses MSSQL Server 2000 running on
Windows Server 2003, and am experiencing intermittent problems with
incoming TCPIP messages. The SQL Server process typically consumes
30%-50% of the CPU and can spike up to 60% at times. The remaining
applications on the server only consume 20% at most, but when added to
SQL it can reach 90% and higher during peak times.

The problem I am having is that incoming data that is sent from devices
on the shop floor are stacking up on the server and then coming in all
at the same time. For example, an operator scans two barcode labels
(separated by at least 5 seconds) appear to arrive on the server at
exactly the same time.

I know that not having a dedicated server is not the ideal
architecture, but does anyone have any ideas that might help?
