There is no way to produce such comparison. A lot will
depend on the capabilities of the organization developing
the project. Very few developers feel equally at home with
both ASP.Net and PHP. The majority will have much better
productivity in one compared to the other. So if you have
a .Net shop, you are likely to be inferior at PHP and vice
versa.
Development time and cost depend on a lot of things other
than the choice of programming language, such as availability
of relevant third-party libraries and existence of well-structured
code repository. Cost of operating the application, however,
tends to be lower for PHP, as it can be deployed on the
open-source software stack.

Both scale well. The largest application running PHP/MySQL
I know is Friendster, a social networking site with over 30
million users (only MySpace has a larger user base). Yahoo!
Maps has been recently re-written in PHP as well...

Of course not. Especially since PHP runs on IIS quite nicely...

A credible comparison is impossible by definition. A credible
comparison would be based on a large pool of projects, where
each project implemented in .Net is matched to its twin
implemented in PHP, while other variables (such as developers'
skill level) are controlled for...
