OK..for what it is worth I reset the environment vars to what I thought
and all is working as designed. Just not sure how this could have
happened on an install so easy as this..? Still not sure why there are
two subdirectories in different cases. Oh well..

PHP_PEAR_BIN_DIR=C:\php\pear
PHP_PEAR_DATA_DIR=C:\php\pear\data
PHP_PEAR_DOC_DIR=C:\php\pear\docs
PHP_PEAR_INSTALL_DIR=C:\php\pear
PHP_PEAR_PHP_BIN=C:\php\.\php.exe
PHP_PEAR_SYSCONF_DIR=C:\php\pear
PHP_PEAR_TEST_DIR=C:\php\pear\tests
