what a dumbass i am sometimes!
the email is sent when a user's account has had it's password expired. a
required 'security.inc.php' script is required by all non-public pages and
it handles the login's, all states of the user's account, and sending the
email to enable the account's password to be reset. what i overlooked is
that when a user utilizes the link in the email will cause the security
script to redirect to a 'my.account.php' page if it is not the current page.
in my prototyping a new system, i did not copy over the my.account.php
script!
having copied the file over, all works as expected.
