As far as I know, php never included headers for other applications.
I'm not sure how port works, but either you have to install the devel packages
for the programs or set some port variable to tell it to leave headers, you
have to check that up yourself, best place to start would be the freebsd homepage.

You need only to tell the path if the headers are located in a place that
isn't a default location for headers.
I fail to understand why you have to compile php, you do have it in port.
