Zend is an excellent PHP IDE though it do cost money
Next on my list and this is what I use at the moment is
Eclipse, you can get a PHP extension and I find it works really well
and this is what I use at the moment.
Past that you get basic text editors, there are a lot out there and
those I will leave you to find. I find they do not all do highlighting
as well as the above two especially the heredoc tags.
