Server-side scripting *is* *available* to all web designers. They may
*choose* not to host on a server that supports it, but that is a choice
that they have made. The possibility for them to use it is always there.
Hence, if the designer chooses to use it, it will work far more
consitantly than client-side, which the designer has no control over.
