Yes ?> should signify the end of the php block, but if you have open
quotation marks in the preceding code this will cause it to be
displayed in the page source.

If all your PHP code is still showing in the browser you may need to
look at what file extensions your web server is parsing for PHP (eg.
Apache will not look at .html or .htm extensions unless you tell it
to.)
