Yes, but don't use pseudo-protocol "javascript:" in HREF attributes.

<a href="{some real URL}" onclick="return myFunct()">...


function myFunct(){
if(someCondition==true){
return true; //link will be followed
}
else {
return false; // link will NOT be followed
}
}
