i had a similar problem in safari 2.0.3 resolved in 2.0.4
just close the tag files
<input type="file" name="newfile" size="25"/>

maybe like this
<form enctype="multipart/form-data" action="uploader.php" method="POST">
<input type="hidden" name="MAX_FILE_SIZE" value="100000" />
<input name="uploadedfile" type="file" />
<input type="submit" value="Upload File" />
