you do know we're just giving you a hard time, right? i hope you find the
'right' person for your needs. i'm sure your site will soon be a stunning
marvel and the pride of the whole www.
as for revised requirement 1, aliens needn't be 'on the planet earth', *and*
regardless of their proximity to our green and blue spherical jewel, *you*
must abide by the laws of the land. so, a treaty or other benevolent
relationship would have to be (or have been) established by 'the state' in
either case. even so, you would still need a good lawyer to draft a contract
that stated the specific venue of applicable law by which all parties would
not only abide, but present potential litigation. those laws combined with
additional, legal, contractual obligations make for a very clear set of
responsibilities and remedies whether you have flesh or a green gelatenous
body form (i had to put 'green' in there as some human beings, in
appearance, can only be distinguished by the color given the aforementioned
description of said aliens). ;^)
