In addition to previous post:

I add this to the top of site/HTML/Quickform/element.php
echo ini_get('auto_prepend_file');

echo $relativePath;

exit;

And this is the error it throws:

C:\site\inc\relative.path.php
Notice: Undefined variable: relativePath in
C:\site\HTML\QuickForm\element.php on line 3

So, the relative path is being included.
