If you're starting from scratch, i'd look to the following
technologies/languages...
Layout: HTML/CSS (only choice)
Interactivity: AJAX/Javascript (only real choice)
Database: MySQL (free and popular)
Server-side work: PHP (very popular)
The reason everyone isn't doing it is because it is difficult. Unless
you want to spend a couple of years learning... find someone who you
can pay. There are plenty of people in the NG who would be happy to
provide a quotation (including me!).
