It is true. Browsers do not break text other than at proper
text-breaking points (i.e. spaces mostly for languages like English).
IE provides some proprietary style properties for breaking the Unicode
line-breaking rules, but they are not in CSS 2.1. Some have been
proposed for CSS 3.
