Finding out the country from is easy with whois; AFAIK, this is
what all the IP DBs do. But, to findout the exact city, commercial DBs
seem to employ people to filter the data. There are also City to
longitude/latitude free DB's available; so it would be relatively easy
to get that info. FWIW:
