Putting database output in <option> field - how?

I'm trying to return to a user the result of his web form address
input, with one element being the country of his choice. If he
approves, the form forwards it as part of the approved data; if he
doesn't approve, he has the chance to select another country. The
following doesn't work (hope it's clear) -

<SELECT NAME=\"country\">
<OPTION SELECTED VALUE=\"$Row[country]\"></OPTION>
<option>Afghanistan</option>
<option>Aland Islands</option>
<option>Albania</option>
<option>etc etc </option>

How do I do it, plase? TIA.
