 No. If your host disabled all these functions, you can't use them. Period.
 As suggested, get another host. If it's only for testing/education,
 setting up your own server might be the best option.
 
 Have a look at XAMPP or another one-shot installer, easier for beginners
 than setting op Apache, MySQL and PHP yourself. Have a look at
 http://www.apachefriends.org/en/xampp.html
 
 I really would consider changing hosts if they strip down the
 functionality like this.
