 I always check for the session cookie first:
 
 if (isset($_COOKIE['PHPSESSID']))
 {
 session_start();
 
 That is, unless "admin" is in the process of logging in, when I force a
 session cookie on the user.
 
 Remember, some users disable all cookies, even session cookies.
