So use 4.01 Strict. It looks like this:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
"http://www.w3.org/TR/html4/strict.dtd">
and you don't need to do all the at funny " />" stuff at the end
of things.
