The rules you have quoted are not even relevant!

I think you are better posting a job vacancy on a job website rather
than here. People who use Usenet are from all over the world and If
this is an office job that could be a problem as I'm sure you can
imagine. On the other hand, It would depend what you need the
developer to do, if you post some more details, such as the job
details/location etc, if nothing else, maybe someone could point you
in the right direction.
Hope this is of some more help than quoting "regulations".
