Should be

You should also declare a doc type as well as have a meta tag showing
the character encoding - you are letting the users browser make its best
guess as to the encoding - this is not dependable.

Something simular to the following in the php file

\"http://www.w3.org/TR/html4/strict.dtd\">

<head>
