Yes and no. You can introduce new ways of doing things, but it would
be a Bad Thing to expect all users to Get It. So, you must also
provide things that they are used to, to an extent. You quite often
see Flash sites with their own fancy scroll things for scrolling
content, while I suspect most users just find that irritating. So
provide a scrollbar that people know how to use too! It's hard enough
getting people to stay on your web site these days, without having to
educate them in how to use your web site at the same time. Maybe
they'll stick around the first time to look at your pretty graphics,
but the chances are they'd go somewhere easier to use next time
(unless your content is truly exceptional I suppose).
