IMHO is not likely to be "Short Open Tag" problem.
It might be like VS said that your web-host does not allow you to use
PHP,
or there is some configuration your missing.
The reason i said this is because if you put this string: ?
=PHPE9568F34-D428-11d2-A769-00AA001ACF42
behind a php file, it will spit out PHP logo.
