Good questions... I don't know. Stuff on TV is vetted and monitored by
various broadcasting bodies. There are no such things online; it's
down to whoever is hosting the service. Some TV shows are subtitled...
are we in the future to expect people submitting these videos to
subtitle them?

No wonder people are confused about how to tackle accessibility; there
is no clear guideline, and what laws have been put in place are
utterly useless.

This is not to say that a designer shouldn't strive to make their work
accessible to the most people they can, but with economics and
audiences in mind, the big stick of ill-conceived laws will do nothing
to help at all.
