Probably because PHP wouldn't be the best language for this.
PHP is server side. It communicates with the client via HTML, which is
a stateless "pull" protocol - and not at all suited for such features.
You can install and run PHP on a client machine, but its UI is limited,
even with external libraries.
There are languages much better suited for such applications. C/C++ and
Java both come to mind.
