Because IE 6 does not support fixed positioning. Simple as that. _Often_
mentioned in this group.

Quirks Mode?

An understandable mistake, but you are really saying here that the language
of the page is the variant of English used in the nonexistent country with
country code UK. Reference:

(Luckily almost all software ignores lang attributes, partly because their
content is so often bogus.)
