Ah yes, never put your criteria into a WHERE clause.
 SELECT Fruit.fruitID, Fruit.fruitName, IsNull(buyerID, 0)
 FROM Fruit INNER JOIN Basket ON Fruit.fruitID = Basket.fruitID AND
 Basket.buyerID = 12
 
 gives me what I wanted.
