They are, if wrapped in a video player written inside Flash9. Flash 9 is
a Virtual Machine... it runs compiled code (AS3 and AS2), and has all
the mechanisms internally for all kinds of multimedia (including FLV
playback). Flash 9 on it's own does nothing at all. You need to load
something into it, such as a SWF containing a video player. This is how
the likes of YouTube works. They have their own little video player,
written in AS, that runs inside the Flash VM and loads & plays FLVs.
