There is an article which may help at:

The php site tells you which is the latest version that will support W95,
do a search, it seems to be under maintenance at the moment so I can't
provide a link.
Historic versions are at:
http://uk2.php.net/releases/
That's a UK link, you may have a local one.
As Jerry said you really ought to consider upgrading your OS if you can,
life would be much easier for you. Don't even think about Vista though :-(
If you're not wedded to Windows you can just as well develop on a Linux
machine, it runs well even on PC's that may be considered under-powered
for Windows.
