Define "faster".

Download? Depends on the page. Maybe yes, maybe no.

Rendering? Depends on the page structure and browser being used. Maybe
yes, maybe no.

But if you've got problems with the time it takes to display your page,
CSS alone probably is neither the cause nor the solution.
