CSS doesn't need a "generator". If you do it correctly, a small
fragment of "template" CSS can be re-used without change and will meet
your needs on numerous different sites. If changes are required, this
should be so small as to be maybe one width setting in one location,
or a handful of colours. If you don't need to change much, you hardly
need a "generator" program.
Look instead for good (and good ones are hard to find) CSS examples of
how to do menus. The list of favoured CSS example sites (start with
alistapart) should help.
