I think you need to read a bit more carefully.
I put
php import hotmail contacts
into Google.
The first hit suggests that you purchase the scripts but also allows you to
download the demo with the caveat that it may not be the latest level.
Futther down the page are hits giving CURL scripts to accomplish the task.
