-You need an ftp client. A free one is available here:
http://sourceforge.net/projects/filezilla That will enable you to connect
to your site and upload and download any file(s) and directories you want.
You will need your the ftp address for your site (which is probably simply
www.yoursite.com), your userid and password (which are probably the same as
your Control Panel userid and password)--all of which your website hoster
can provide you.
-Alternately, the Control Panel for your website should have a file manager
that will allow you to upload single files.

Upload the original config.php.
(phpBB also comes with several nice templates which will allow users to
change --through their profile--the appearance of the bulletin board).
