I wonder if anyone could point me in the direction of a simple content
management system?

All I need is the ability to update text, upload images and maybe limit
the size of the images to a web page.

This is for a site that already exists. Trawling through the vast array
of CMS's out there, all I seem to be able
to find are CMS's that presume you want to build your whole site from
scratch with them or no-database-required
CMS's that require 777 permissions everywhere and seem to be a security
nightmare.

Is there something inbetween? A simple free / cheap system that allows
you to update and format text and put a
picture in now and then?

Hope somebody out there thinks the answer is obvious!
