Because that's how the real world works.
Somebody installs PHP5 on a server.
Somebody else installs code from PHP4 and expects it to work with
little or no modification.

Nothing, if you can identify which are which, and have the
infrastructure to set up both and...
It's a great deal of system administration which, in most real-world
scenarios, doesn't happen.
