phpinfo() lists the paramters used to compile PHP, so they *should* be
there, even under Windows, I think.

If not, do this:
php -i | grep GD

Either you see GD, or it ain't in there.

That said, under Windows, you just uncomment the php_gd.dll line in
php.ini and you're done.
