The difference is you have:
E_ALL
on the Win 2K box, and:
E_ALL ~ E_NOTICE
on the XP box.
The bug is in your code in BOTH cases, but the message is being
suppressed by php.ini on the XP box.
Fix your code is the best answer.
Changing E_ALL to just E_ALL ~ E_NOTICE is a distant second.
