All PHP FTP functions work on server, so they operate between your
PHP server and the FTP server you are connecting to with those
functions. The client machine can't be reached this way unless the
client machine IS the FTP server (but in that case it would not
be a FTP GET method but FTP PUT method).
If you want to let client download something from your server
using FTP protocol, then the solution given by Steve is a good one.
If you want to let the client download something from your server
and use of FTP is not required, then you can provide the user
a link to your PHP script which will pass the desired file and
will be able to check if the whole file was sent (in this case
your PHP server soes not have to be a FTP server - it's not
used in that method).
