Authoring packages that can use a templating system work effectively as
a database driven system without the need to install, or know how to
operate a database system. Afaik Dreamweaver and Frontpage feature such
a templating system. This should eliminate the need to insert a "run the
preprocessor" in the cycle. Afaik the authoring package keeps track of
files that are updated, any files that depend on these files are then
also automatically updated.
Although running the preprocessor should be as easy as pie.
