No, I believe size -1 is an absolute value from default not calculated
from immediate container like CSS percentages...see for yourself

<font size="-1">small outside</font>
<font size="4">Big <font size="-1">small inside</font></font>
<span style="font-size: 80%;">small by CSS</span>
