The defined initial value of background-color is transparent in all CSS
specifications and drafts. The initial value can be characterized as the
ultimate default that is used when absolutely no style sheet sets
a property's value.
There is a different meaning for "default", relating to a browser's default
style sheet. In that sense, defaults could be anything.
Things and people get confused, if these two meanings of "default" are
mixed without making it clear which one is meant. This seems to happen
whenever one mentions "default" in the CSS context. :-)
