My hypothetical Q&A session was to illustrate the basic theme of your
dozen or so posts to this NG. You ask questions about problems you are
having, folks point out that you have fundamental errors in both code
and you’re thinking with respect to web design and development.

Personally I would listen to folks who actually do this for a living,
they do actually know something. Next I would start with fixing the
HTML. If the HTML, (whether it is static or generated via PHP, Perl,
ColdFusion, whatever), is whacked (Technical term here) it will cause
problems down the line. HTML is your document foundation, bad foundation
build collapses! Next style it with your CSS. With my house analogy, it
is your siding and window dressing. Be straightforward and with your
CSS. Then if the pages breaks in your favorite browser *consider*
adjustments to fix it for your said browser.

You say basically everyone is using IE so why bother. Yes you can throw
all kinds of crap at IE and it will do a pretty good job of putting up
something presentable, but consider this: you spend all this time
designing to IE's weird little quirks only to find that later MS does
something absolutely unbelievable! Design their next version browser to
actually follow the standard! Now your site looks like...well do you get
my point?
