FWIW, it's a common misconception that the credit bureaus'
primary index is SSN.
If you insert the correct permissable purpose code into the
inquiry message, you can retrieve credit reports with only
a first initial, last name, and either city/state or zip.
Any other info, such as street, SSN, DOB, etc. merely
allows TU/EQ/EX to refine their search. For example,
sending J. Smith, NY, NY will probably not return usable
data.
