The first is obvious, but cannot be brought to charge; under the
"Equal Faith and Credence" clause of the Constitution, they'd hafta
arrest the entire Congress.
The second is impossible to demonstrate.
If he has bladder-control issues, you might succeed with
"Impersonating a Fire-Hydrant," though you'd first hafta prove he can
stand up by himself.

Far more insidious is the one that hides within PETA itself, and
shortstops most of their funding for their own purposes.
