The DOCTYPE has no relationship to document language; it is content neutral.
A document type declaration identifies the document type definition
(DTD), thereby stating to a user agent what elements and attributes can
be expected in the following document, as well as its grammar. However,
no browser in common use really cares. The presence of a complete
DOCTYPE merely switches some into 'standards' mode. Still, for this
reason alone, use of a DOCTYPE is recommended (and necessary for
validation).
