I am guessing though, that the list of newsgroups usually /is/
available from the server?

I know that. But I do think the list of newsgroups posted to is
available (if not, please say so, I don't really know for sure), and
also, the question was about the client not being able to set a
certain filter, and as far as client goes: Dialog does filter on
anything. (yes, on anything available, but the question was about
filters, not availability)
