That is a very difficult question.
Generally speaking I would say that
it depends on the social context.
In a society where people are very poor, it would probably be more
important to let them eat than be independent.
Otherwise this society would not survive.
In this case security would be more important because people would starve
otherwise.
When most people in a society do not starve it is viceversa.
For this reason, I think that China might be more and more democratic in
the long run.
